Türkiye Unveils AI Action Plan at Artificial Intelligence Summit

Türkiye unveiled its “AI Vision and Action Plan for 2026-2030" at the Türkiye Artificial Intelligence Summit in Istanbul. Attended by President Recep Tayyip Erdoğan, Vice President Cevdet Yılmaz, and Minister of Industry and Technology M. Fatih Kacır, among other senior officials, technology leaders, entrepreneurs, and industry representatives, the summit marked a major milestone in Türkiye's digital transformation journey.

Addressing the summit, President Recep Tayyip Erd​oğan outlined a comprehensive national roadmap designed to position Türkiye among the world's leading countries in AI, reaffirming the government's commitment to making the Türkiye Century the century of digital production.

President Erdoğan presented the Action Plan as being structured around four core pillars: Discover, Benefit, Produce, and Govern. Under the Discover pillar, a National AI Literacy Program will provide training to 5 million citizens within two years, with the aim of developing 10,000 advanced AI specialists and 100,000 AI application professionals. A National Data Library will also make at least 2,000 public datasets accessible to researchers, entrepreneurs, and public institutions.

Under the Benefit pillar, AI will be systematically integrated across public services, industry, healthcare, agriculture, and security. Data center capacity will be increased to at least 1 GW by 2030, a minimum of 2 percent of public investment programs will be allocated to AI projects, and the public sector will serve as the primary customer for domestically developed AI solutions.

Under the Produce pillar, AI growth zones will be established, offering investment-ready campuses and rapid prototyping facilities supported by a National AI Research Fund and an AI Growth Fund. President Erdoğan also reaffirmed the government's commitment to developing a Turkish Large Language Model (LLM), highlighting ongoing initiatives by TÜBİTAK, the T3 Foundation in collaboration with Baykar, and HAVELSAN's 9-billion-parameter model as key milestones.

Under the Govern pillar, at least USD 10 billion in predominantly private-sector investment will be mobilized for AI infrastructure, while international investors will be provided with a single-window investment roadmap within 30 business days. Istanbul will serve as Türkiye's international AI showcase and investment diplomacy hub, with Terminal İstanbul positioned as a meeting point for entrepreneurs and global investors. Türkiye also committed to playing an active role in shaping human-centered AI standards across OECD, G20, and United Nations platforms.

The Action Plan is expected to generate more than TRY 1 trillion in added value, reinforcing Türkiye's position as the nexus of technology, innovation, and digital production, while underscoring its ambition to emerge as the region's leading hub for AI-driven growth and investment.​
